On March 18, 2010, the U.S. Treasury Department imposed sanctions against two Hamas-linked organizations in Gaza – Al-Aqsa TV and the Islamic National Bank (INB). The actions, taken pursuant to Executive Order 13224, freeze any assets that Al-Aqsa TV or INB hold under U.S. jurisdiction and prohibit U.S. persons from engaging in any transactions with them. The targets of the sanctions include terrorists and terrorist organizations, among others.So I suppose youtube.com/user/ajnadnews is doing a no no posting a propaganda video from Hamas TV on Youtube, which btw is also posted on Hamas TV website(click image above to enlarge).
The Treasury Department stated that Al-Aqsa TV is financed and controlled by Hamas, serving as a primary Hamas media outlet that airs programs "designed to recruit children to become Hamas armed fighters and suicide bombers upon reaching adulthood."

Update by Howie: The point was made in comments before that you can not shut down a website for promoting terrorist propaganda. That is completely incorrect.
Propaganda distribution with the intent to aid terrorist groups such as Hamas, Hezballah and many others is unlawful. All assets under US control can be frozen.
This brings up the issue of Jihad Jane. Some have said she posted videos others say she favorited videos. Both are true. At the beginning she did post videos from specially designated terrorist groups. After she was suspended a few times she changed her strategy. She would use her network to favorite videos of others. Thus aiding their distribution.
You have to think of the social networking aspect of it. A group of like minded individuals build a social distribution network. Sometimes the support is overt. sometimes it is overt with a "disclaimer" as in the case of Revolution Muslim. Some times it lacks context.
This network then becomes a defacto asset of the terrorist group. A broadcast network if you will.
Sanctions do not stop terrorist groups from speaking, the news will cover that. What it does is freeze any assets under US control. That is to say that in this context they cannot use US networks or assets for distribution of that propaganda.
Lets take the case of Jihadtube or Youtube as you like to call it. The most popular video platform in the world.
A Most desirable place to spread this propaganda.

Here are just a few users and videos, found in just a few minutes that are of al-Manar TV. Some of the users listed overtly support Hamas, I've tried to filter out any users putting up stuff for "information" or to demonstrate this propaganda as advocacy against terrorism. Examples from MEMRI or The Investigative Project for instance.
Again its just a quick list as and example the scope of the problem and just how easy this stuff is to find in just a few minutes.
